How Public Input Shapes TransAction
Public engagement is a core component of the TransAction process. NVTA is gathering input from a diverse range of community members, stakeholders and system users across Northern Virginia.

NVTA evaluates potential transportation projects based on how well they:

Projects are also evaluated to ensure they align with NVTA’s core values of safety, equity and sustainability and reflect regional priorities.

How TransAction is Developed
TransAction is Northern Virginia’s long-range transportation plan, developed using technical analysis, regional collaboration and public engagement.
The plan identifies a broad set of multimodal transportation needs and potential solutions across the region.
How We Get There
Regional Collaboration
TransAction is developed in coordination with:
- Local jurisdictions (counties and cities)
- Regional transportation agencies
- Transit providers
- State and federal partners
- Community and advocacy organizations
This collaborative approach ensures the plan reflects regional travel patterns and shared priorities.
Outreach
NVTA is committed to ensuring the plan reflects the needs of all communities.

How TransAction Supports Future Funding
TransAction does not directly fund projects. It identifies regional transportation needs and potential improvements.
However, projects must be included in TransAction to be eligible for funding through NVTA’s Six Year Program, making it a critical step in the regional transportation decision-making process.

The TransAction Update includes three phases with anticipated adoption by NVTA in November 2027.

Phase 1: Needs & Priorities (Spring – Summer 2026)

NVTA gathers input from the public and stakeholders to understand transportation challenges, travel patterns and regional priorities.
Phase 2: Analysis & Options (Fall 2026 – Spring 2027)

NVTA evaluates potential transportation projects and options based on technical analysis and community input.
Phase 3: Draft Plan & Feedback (Summer 2027)

NVTA shares the draft TransAction plan and invites public comments before finalizing the plan.
