Where it Started

NVTA officially came into existence on July 1st, 2002, as a result of the passage of Senate Bill 576. A decade later, on July 1st 2013, it was the passage of House Bill 2313 that was truly a pivotal moment for NVTA. House Bill 2313 created a revenue source within Northern Virginia to be dedicated specifically to NVTA for relieving congestion throughout the region.

2013

In 2013, the Virginia General Assembly passed House Bill 2313, providing NVTA with a dedicated funding stream to invest in multimodal transportation projects. Once dedicated revenues began to flow from the Commonwealth of Virginia to NVTA, we adopted our inaugural funding program, the FY2014 Funding Program, allocating $196 million toward 33 regional transportation projects.

In 2024, NVTA celebrated the completion of the Boundary Channel Drive Project, which was a project outlined in the inaugural TransAction 2040 Plan

2012

The Virginia General Assembly passed House Bill 599, establishing responsibilities for the Northern Virginia Transportation District, the Commonwealth Transportation Board, in consultation with the Department of Transportation, the Department of Rail and Public Transportation, and NVTA to evaluate all significant transportation projects in and near the District, including both highway and mass transit projects, provide an objective, and quantitative rating for each project.

NVTA also adopted Transaction 2040, updating the region’s long-range transportation plan to reflect future growth and evolving transportation needs.

2006

NVTA adopted its first multimodal long-range transportation plan for Northern Virginia after being charged by the General Assembly in 2002 to develop a regional plan to address transportation needs. Elected officials from NVTA’s nine member jurisdictions arrived at a regional consensus, adopting TransAction 2030 as a blueprint for how to relieve Northern Virginia’s transportation crisis; reduce congestion, improve residents’ quality of life; and facilitate economic growth that benefits citizens across the Commonwealth. The nine NVTA members called on the General Assembly to provide more funding for transportation projects in Northern Virginia.

2002

NVTA was created by the Virginia General Assembly to offer a common voice for Northern Virginia on the transportation issues and options that confront us. Senate Bill 576 charged NVTA with developing a regional transportation plan, working with Northern Virginia’s communities to develop regional priorities and policies to improve air quality, and serving as an advocate for the transportation needs of Northern Virginia before the state and federal governments.
